Richland County considering incentives for $323M investment, 310 new jobs

COLUMBIA, S.C. — Richland County Council will discuss tax incentives -- a Fee In Lieu agreement -- for a $323 million investment that would bring 310 new full time jobs to Pineview Industrial Park off Shop Road in Columbia.

The deal, codenamed Project Viper, would be for a battery materials manufacturing facility situated over 206 acres at Pineview. According to papers filed with the county, the manufacturer would locate on Parcels 5 (approximately 92 acres) and 6 (approximately 114 acres) of the industrial park, across Longwood Road from Mark Anthony Brewing.

The yet-as-unnamed company would purchase the land for $675,000. Construction of the facility and an anticipated first phase of the project to be complete and in service before the end of 2024.

Richland County Council meets at 6 p.m. Tuesday, Jan. 3, in Council Chambers, 2020 Hampton St. in Columbia. Interested individuals can see the meeting's agenda at the county's website.

The meeting comes just weeks after the council gave initial approval to what's known as Project Golden Eagle. The deal would bring roughly 1,800 jobs to the area of Blythewood and Community Roads off I-77. If the project moves forward, it will be one of the largest investments made in Richland County history.
