Man out on bond for 2021 murder arrested on new crime, Richland County sheriff says

The sheriff issued a pointed statement about the latest arrest and what his department describes as an issue with repeat offenders out on bond.

RICHLAND COUNTY, S.C. — Authorities say a man out on bond and accused of murdering someone in 2021 has been arrested again following a Wednesday afternoon incident.

The Richland County Sheriff's Department said 22-year-old Jerod D. Goodwin was arrested after an incident in the 900 block of Frasier Street around 2 p.m. According to the dispatch call, deputies said Goodwin unlawfully entered the victim's home and pointed a gun at them and another person after an argument. He was taken into custody the same day without incident at a home off Ripplemeyer Avenue, the sheriff's department said.

But, in a statement, Sheriff Leon Lott took issue with Goodwin being out of jail in the first place.

"Out on bond for murder and commits another crime with a gun," Sheriff Lott said. "Individuals like Goodwin have to stay in jail until trial because they are a threat to our community."

The sheriff's department highlighted that Goodwin was already out on bond for a murder charge from two years earlier when the latest incident occurred. According to the department, Goodwin was previously arrested for the shooting death of 28-year-old Genesis Williams in August 2021. The sheriff's department said Goodwin and Williams were leaving a club when they got into an argument and exited the victim's vehicle in the 2000 block of Dominion Drive.

Goodwin is accused of shooting Williams and leaving the scene in the victim's car. He faces charges of murder, possession of a weapon during a violent crime and grand larceny.

Goodwin's latest arrest adds two counts of pointing and presenting a firearm and possession of a pistol during a violent crime, the sheriff's department said.
