Resident: "I Think This Is A Bad Thing For Chapin"

More than 100 people came out to Chapin town council's special called meeting to voice their concerns about a possible low income apartment complex being built in their town.

Chapin, South Carolina (WLTX) - A proposed low income apartment complex could be coming to the town of Chapin. Wednesday, a special meeting was called to discuss the project and for the public to voice their concerns.

Cory Norris was one of more than 100 people who came to the meeting.

"I think this is a bad thing for Chapin,” Norris said. "The infrastructure absolutely can't handle it. It's already on the verge of being overloaded."

Chase Northcutt is the President of Resource House Group, the developer behind the proposed project. He said there is a need for this type of housing.

"The market studies show that there was a demand for some affordable housing, diversity of housing,” Northcutt said.

In order to build affordable housing apartments Northcutt applied for federal tax credits through the South Carolina Housing Finance and Development Authority.

The project would be called The Peaks at Chapin. It would target family renters, contain up to 48 units and be located on Virginia Street, near the Bi-Lo shopping center.

It would not be considered Section 8 housing, but is considered low income housing.

Kevin Shepard is the Pastor of Mount Zion Baptist Church which sits close to the property.

"When you hear words like low income housing or affordable housing or Section 8 housing there's an automatic connotation to a certain type of people. In my opinion it's not necessarily race, but it's more socio-economic,” said Shepard.

But Resident Vicky Sheppard said it's not the affordability of the apartments, but apartments in general being built in Chapin that bothers her.

"Any kind of apartment complex. It could be a multimillion dollar complex. I wouldn't want it because I think it would take away of the Mayberry effect of Chapin. This small town community,” said Sheppard.

Currently there are no apartments or a public transit system or the town of Chapin.
