Man offered to pay teen boy for sex act, deputies say

The teen gave deputies what he said is an audio recording of part of the incident.

COLUMBIA, S.C. — Richland County deputies have arrested a man who they say inappropriately touched a teenage boy and offered him money for sex acts.

An incident report says 64-year-old Charles Stroud is charged with assault and battery second degree and criminal solicitation of a minor. 

Officers say back in April, the teen told his mother about what happened. During their investigation, officers say they determined that Stroud picked the victim up with the promise of doing construction work. The report says he told the victim to lie about his age and say he was 18 if anyone asked.

As they were driving, deputies say Stroud asked the victim if he was naughty, and if he'd ever had sex with a guy. They then went to the Econo Lodge motel on Fort Jackson Boulevard, where Stroud paid for a room.

When they got inside the room, the victim told officers Stroud inappropriately touched him. 

The report states Stroud asked the victim if he would he allow him to perform a sex act on him for money, but the victim said no.  The victim gave officers a voice recording which they say captured some of that exchange. 

The report said when questioned, Stroud said they did go to the hotel, but disputed the other details found in the report.
