COLUMBIA, S.C. — Tropical Storm Debby is now impacting South Carolina as it will dump potentially catastrophic flooding throughout the state. Some parts of the state could exceed 15 inches of rain by the end of the week, according to some computer models.

- Since mobilization, SCEMD has fielded 217 requests for assistance.
- Road safety remains a top priority, with 364 state law enforcement personnel patrolling from the Midlands to the coast over the 24-hour period of 7 a.m. Thursday - 7 a.m. Friday.
- The South Carolina National Guard has 468 service members on state active duty.
- The South Carolina Department of Transportation is maintaining 24-hour operations with approximately 2,300 personnel currently mobilized.

Trees Down on Richland County Roads
Officials with Richland County say a downed tree was discovered earlier today at Barger Circle, near Kennerly Road in Irmo. Additionally, a fallen tree branch is blocking a portion of Donavan Drive in Columbia. Crews are also responding to Kismet Street in Columbia, which was affected as well.
Richland County Public Works is responding and will have the sites cleared as soon as possible.

SCDOT Responds to Debby
As of midday Thursday, there are closures on approximately 111 state-maintained roadways. Since the storm started, SCDOT has reopened 69 storm-related road closures. All major interstate highways remain open.
In the Lowcountry and the Midlands, crews are focused on assessing and repairing roads as the water recedes. In the Pee Dee, SCDOT is responding in affected areas and preparing for the potential of future flood impacts. SCDOT continues to monitor the rainfall and potential for flooding in impacted river basins, with additional assistance crews from the Upstate ready to deploy if needed.
SCDOT urges the traveling public to check road conditions before traveling.

Lexington Two will open on a normal school day schedule on Friday, August 9.
After-school activities and programs will go on as scheduled Friday afternoon.

Sumter County Government’s Emergency Operations Center was deactivated about 9:45 on Thursday, Aug. 8, 2024. A Flood Watch remains in effect until 8 a.m. on Friday.
There are reports of a few trees coming down, and there were minimal power outages, but Sumter County did not feel the brunt of Tropical Storm Debby.

Richland County Roads Update
As of 9 a.m. Thursday, Aug. 8, Richland County has not experienced any major disruptions as Tropical Storm Debby continues to dump heavy rains across the County, elevating the risk for flash flooding. The County continues to closely monitor the storm and reminds residents to stay safe and continue to exercise caution.
According to Richland County’s Emergency Management Division, there are no reports of flooding nor closures on County-maintained roads. The S.C. Department of Transportation (SCDOT) is reporting some road closures in the County. Updates can be found on SCDOT’s website. The County urges residents to avoid any unnecessary travel.
The County asks that residents call the Ombudsman’s Office at 803-929-6000 to report standing water or backup at stormwater inlets between rainfall events. Please note that the County does not provide sandbags. Instead, residents should contact local home improvement stores such as Lowe’s and Home Depot for assistance.

Based on the most recent updates from Richland County regarding the impact of Tropical Storm Debby and out of an abundance of caution, schools will open on a one-hour delay on the first day of school tomorrow Wednesday, August 7, 2024.
A one-hour delay means: (1) students who ride the bus should report to their bus stops one hour later than usual; (2) car-riders should report to their schools one hour later than usual; and (3) employees who have not been notified otherwise, should report to work one hour later than usual. City of Columbia to Address Tropical Storm Debby
Due to the threat of inclement weather from Hurricane Debby starting Tuesday, August 6, 2024, the City of Columbia will hold a press conference to update the public on the preparedness efforts of the City and the potential impacts from inclement weather in the Midlands. The briefing is set for 3 pm Monday at the City of Columbia Emergency Operations Center.

Dominion Energy urges customer to be safe
Dominion Energy says it is ready to respond to the potential impacts of Hurricane Debby, which is expected to bring heavy rains and strong winds across South Carolina starting today. The company urges customers to stay safe and be prepared for power outages and potentially record-setting flooding.
Five tips for customers to stay safe and be informed:
- Create an emergency kit. It’s not too late to make sure you have an emergency kit. The National Weather Service recommends creating a basic disaster kit before a storm hits. Store your items in airtight plastic bags and put the entire kit in something that's easy to carry, like a plastic bin or a duffel bag. Learn more about what to include in a basic kit.
- Stay away from downed power lines. Always assume downed power lines are energized and dangerous. Keep in mind the downed lines may not always be visible and use extra caution when walking outside after a storm. Please remain at least 30 feet away and ensure that others avoid the downed line. South Carolina customers should call 888-333-4465 right away to report a downed power line.
- Avoid floodwaters. Never drive or walk through flooded streets. Among other dangers, power lines could be submerged underneath.
- Download the Dominion Energy app. The fastest and most secure way to report or track an outage is using the Dominion Energy app, which is free in the Apple and Google Play stores. Customers may also report outages by going to DominionEnergy.com or calling 800-251-7234.
- Follow Dominion Energy on social media. The company will provide regular updates and additional tips to help keep customers informed and safe.
